Revenue Based eligibility thresholds (MCA / BLOC / SBA)

Status: accepted Date: 2026-07-09 Locks the Phase 9a gate criteria for MCA and BLOC, and restates the SBA baseline that ADR-0003 keeps until the questionnaire project. These replace the historical defaults in FUNDING_THRESHOLDS / evaluateEstablished comments (MCA was flat 640 FICO / $15k revenue; SBA/BLOC shared 680 /$20k / 2yr+).

MCA revenue tiers (score-dependent)

Revised 2026-07-09 after the initial flat “600+ / $20k+” proposal — lower-score MCA needs higher revenue to compensate. Implementation notes for 9a:

• Wire as named thresholds (FICO_MCA = 600 floor, FICO_MCA_STANDARD = 640 tier break, MIN_REVENUE_MCA = $20k for 640+, `MIN_REVENUE_MCA_LOW_SCORE` =$50k for 600–639, plus FICO_BLOC, MIN_REVENUE_BLOC, MIN_TIB_BLOC, etc.) — operator customValues overrides may still apply where the resolve-thresholds path already supports MCA/SBA keys; add BLOC + MCA-tier keys symmetrically if overrides exist for the family.
• MCA evaluator logic is not a single (score >= X && revenue >= Y) — it must branch on the score band before applying the matching revenue floor.
• MCA TIB: keep the existing string-matching posture for “6 months+” buckets unless a separate change redefines the form values.
• BLOC / SBA TIB: continue to treat the canonical form value "2 years +" as satisfying “2 years+”.
• Bump RULESET_CODE_VERSION when these thresholds land in code; golden snapshots will deliberately change for MCA-boundary personas — enumerate in the 9-pre persona delta table / PR description.
• Estimates stay null for MCA/BLOC in Phase 9 (ADR-0008).

Context

Product supplied BLOC criteria and an MCA threshold update during the Phase 9 grill (2026-07-09), then revised MCA to score-tiered revenue the same day. Coding 9a was blocked on these numbers (roadmap 9-pre / ADR-0003 follow-up).

Consequences

• evaluateEstablished (or successors) must stop treating BLOC as covered by the SBA gate, and must implement MCA as a tiered gate (not a flat FICO + revenue pair).
• fundingCategories.ts / AI prompt threshold copy that still say MCA 640 / $15k must be updated in the same ruleset bump as the evaluator (including the 600–639 /$50k band).
• Persona delta table must include: score 600–639 with revenue $20k–$49,999 (MCA declined), same score with $50k+ (MCA **qualified** if TIB ok); score 640+ with$20k+ (qualified); score < 600 (declined); plus a BLOC-qualified / SBA-baseline-qualified split case.
